Group Memberships?

How do you make a new group under Group Memberships? I don't see anything that can do that kind of stuff. It just says I can't leave my usergroup. Plus, I don't really see the uses for them.
EDIT:How do you add people? Still don't see its uses.

I think,, that if we (Admin's) want to make a new Member ship (E.g. Member, Admin, Super Mod, Mod,etc.) for special people, we can. So, if we had something like an "Mini Mod" Group, some people could be a MiniMod. Here are the default groups:
Administrators
Awaiting Activation
Banned
Moderators
Registered
Super Moderators
Unregistered / Not Logged In

Only Admins have the ability to create new ones, but you can SEE which one you are, confusing, I know.
